This Raichu is to be used as a starter.  Raichu sports good speed and the standard Thunder Wave, so it fits the usual requirements.   If Raichu is faster than its opponent, then the first attack varies with the circumstances.  (For example, against a Water, Raichu should T-bolt for a quick KO.  Against a Jumpluff, Ice Power should be used for obvious reasons.  Against a Blissy or Kingdra, Thunder Wave would be useful.)  If the slower opponent uses a move such as Substitute, Safeguard, Light Screen, Reflect, Curse, etc. and Raichu is still faster on the next turn, use Encore to trap the opponent and eliminate the opponent with Thunderbolt or Ice Power.  If the opponent switches to a Ground on his first turn, (obviously) switch out!  If you started with Ice Power, some damage will have been done.  (It takes three Ice Powers to down a Marowak.)  If the opponent stays in, but does not attack with a good target for Encore, merely continue attacking.  Against a slower opponent from which you can predict a Thunder Wave, use Thunder Wave as your first attack, then Encore the opponent's T-Wave.  This also can allow you to switch to a Ground.

Against a faster opponent, choosing an attack is more difficult.  As a general rule, Encore is a good choice to attempt to trap the opponent into a Substitute, Safeguard, Light Screen, or Thunder Wave.  If the opponent does merely attack, you can usually switch to a pokémon resistant or immune to the attack the opponent is locked into using.  However, which move should be used against specific opponents should be individually determined.

Position: Gold, Silver, Crystal, Pokémon Stadium 2.  Starter.  Helpful if used on same team as a Ground (to counter Encored T-Waves) and/or a Steel/Rock/Ghost/any-pokémon-with-the-move-Counter to counter normal type attacks.

Weaknesses: Encoring an unfortunate move.  Ground types.  Jumpluff Sleep Powdering Raichu during first turn.

Ranking:  Solid effectivity.  Low risk.
