Kids: Cross only at corners and stay together while crossing. Never cross between parked cars. Walk facing the oncoming traffic if there is no sidewalk. Always remove masks before crossing streets. Be aware of cars that may be turning into or backing out of driveways. Never go into a stranger's house. Parents: Know which way your children will be going. Make sure your kids are accompanied by an adult. Set a time for when your kids should return home. Explain to children the difference between tricks and vandalism. Tell your trick-or-treaters not to eat their goodies until they return home and you have had a chance to inspect those treats. Do most of the trick-or-treating before dark. All costumes should be made of flame retardant material. All costumes should be made of bright material. Make the costume large enough to wear over warm clothing and short enough that your child won't trip over it. Include a flashlight or reflector strips on the costume, so that the kids can be seen. Never allow the kids to wear masks that interfere with their vision. Makeup or face paint may be used instead. Don't allow children to carry sharp objects. Swords and knives should be made out of cardboard. Don't wear high heel shoes or long dangling pieces that you might trip over. Residents, you should: Make sure that all obstacles are removed from your lawns and steps to prevent children from being injured. Make sure that your home is well-lighted, both inside and out, to prevent vandalism and to prevent injuries to little ghosts and goblins. For the treats you give to children who come to your door, give out a variety and try to make them nutritional.
